Bamboo project to hire 2,000 employees

The Aurora Pacific Economic Zone and Freeport Authority will hire some 2,000 workers for the planting and harvesting of bamboo to meet the needs of a foreign investor in Casiguran.

Apeco president Malcolm Sarmiento Jr. said the locator, Futenco, was occupying  a 200-hectare site to include a plantation and production facilities.

Taiwan, Norway firms to locate in Aurora ecozone

Two foreign locators are lining up P15-million worth of investments at the Aurora Pacific Special Economic Zone in fish processing, papaya plantation, bluefin tuna and in the production of eel, the first large-scale commercial culture of its kind in the country.

Malcolm Sarmiento, Apeco president and chief executive, said Nantsan of Taiwan and Pro Feeds Inc. of Norway have filed applications to do business at the 1,000-hectare zone in Casiguran with its own pier and airport to support agro-industries, mariculture and eco-tourism.

Official Statement: The Truth About APECO

 

APECO sympathizes with the 120 marchers from Casiguran and their supporters from other towns and provinces. However, they cannot possibly represent 3,000 households affected by APECO’s development, as the area covered by APECO, namely Barangays Cozo, Esteves, Dibet, San Ildefonso, and Culat, only has a total of 1,336 households. Hence, this claim is impossible and without factual basis.

 

Furthermore, these marchers who claim that their land was taken forcibly from them by APECO are, in fact, informal settlers in a school reservation owned by the Aurora State College of Technology (ASCOT). This issue long predates the creation of APECO.

CASIGURAN, Aurora -- The South Korean government has extended a P79.2-million grant to the Aurora Pacific Economic Zone (Apeco) to bankroll the feasibility studies for three major projects inside the ecozone.

Robbie Mathay, Apeco president and chief executive officer, said the Korean grant, which is coursed through the Korean Export-Import Bank, will be used to finance studies for water system, hydroelectric power and waste management systems inside the ecozone.

Casiguran Fishers, Dumagats to Benefit from P10-M Fish Cage Project

Small marginal fishermen and indigenous Dumagats in Aurora will benefit from a P10-million fish cage livelihood project in Casiguran mariculture park, initiated by the Department of Agriculture (BFAR).

 

Agriculture Secretary Proceso J. Alcala led the ceremonial stocking of bangus fingerlings, and turnover of the initial batch of fish cages to the beneficiaries composed of small fishermen and Dumagats, February 18, 2011.

 

A total of 32 fish cages will be installed by the DA-BFAR at the Casiguran mariculture park.

 

The fish cage features a new design, as devised by Secretary Alcala, where bangus and sea cucumber will be raised at the same time. Bangus will be raised on the top cage, while the sea cucumber will be at the bottom, where they will serve as ‘bio filters’ or eaters of surplus feed and wastes of bangus. The design is aptly called ‘Alcala fish cage model.’

 

Each fish cage is expected to produce at least four tons or 4,000 kilos every three months. At the current farmgate price of bangus in Casiguran of P90 per kilo, the fish cage beneficiaries will earn a gross income of P360,000.

 

“We want the small fishermen and the Dumagats to directly benefit from this fish cage livelihood project,” noted Sec. Alcala during the project launch at Casiguran pier. “We want to change and transform their lives for the better.”

 

“We will train them to stock and harvest bangus on a rotation basis, at least every two weeks, so they will earn a steady income year-round. We will assist them up to the marketing stage,” Sec. Alcala added.

 

For his part, BFAR Director Malcolm Sarmiento said they will also put up a mini ice plant with a three-ton capacity to provide the ice requirements of the harvested bangus during  transport to markets in Aurora province and nearby provinces such as Quirino, Nueva Ecija and Nueva Vizcaya.

 

In addition, Sec. Alcala said the DA will provide a refrigerated truck courtesy of the Philippine Center for Postharvest Development and Mechanization (PhilMech). ### (DA Information Service)

Japan, Phl launch P594-million upgrade of Aurora hospital

BALER, Aurora Philippines  – Amid the devastation caused by a killer earthquake and tsunami in Japan, the Philippine and Japanese governments through the latter’s Japan International Cooperation Agency, have launched the P594 million upgrading project of the Aurora Memorial Hospital in this capital town aimed at fortifying the medical referral system and the qualitative improvement of medical services in the province.

The grant-in-aid project was launched following recent ground-breaking ceremonies at the AMH’s 3.8-hectare project site in Barangay Reserva here.

Sen. Edgardo Angara, who initiated the project with Rep. Juan Edgardo Angara, Gov. Bellaflor Angara-Castillo and Japanese Ambassador Makoto Katsura, said the hospital upgrading – aside from improving the AMH’s infrastructure and equipment – would also facilitate it as a general hospital playing a central role in the local health referral system.

Aside from Katsura, also gracing the ground-breaking rites were JICA chief representative Norio Matsuda, Japanese embassy First Secretary Takeshi Sakata and Health Secretary Enrique Ona among others.

The hospital upgrade will be completed in December 2011. It was funded through a P509 million grant from the Japanese government and P85 million in counterpart funding from the provincial government.

Angara, who donated the land for the new building, said the common goal of the Japanese and Philippine governments is to prioritize human development projects in the province. “Because of Japan’s generosity, our hospital will be one of the most advanced in the region in terms of equipment and facilities. They have gone beyond the usual land grants or donations for the basic structure, they have instead chosen to build a fully equipped hospital in our humble but deserving municipality,” he said.  

Among the structures to be put up in the project site are administration, emergency and operation and delivery buildings, 50-bed capacity ward buildings, service building, and ancillary buildings such a guardhouse, mortuary and others.

Angara said the 70-year-old memorial hospital will also be provided with state-of-the-art equipment such as dental, physical therapy and radiology equipment – x-ray system, automatic x-ray film processor and ultrasound machine for general examination; laboratory equipment (hematology analyzer and autopsy table), central supply and sterilization room equipment and equipment for the ward such as infant warmer and mechanical ventilator.

 

With upgraded facilities, the AMH would be able to confine 800 more patients per year without transferring them to other provinces, thus lessening the financial burden on them.

It would also increase by nearly twice the total patient-days confined from the present 7,700 patient-days to 13,000 patient-days.

In the process, the AMH would also be used as the training institution for the midwifery and nursing students from the University of the Philippines School of Health Sciences in the province.

President Benigno Aquino III has appointed former Labor secretary Bienvenido Laguesma as board director of the Aurora Pacific Economic Zone and Freeport Zone Authority (APECO), Malacañang announced on Sunday.

Interviewed by Radyo ng Bayan, deputy presidential spokesperson Abigail Valte also announced the appointment of businessman Roberto Mathay to the APECO board representing the domestic investors sector.

Laguesma will serve a six-year term while Mathay would serve the unexpired term of Joselito Dee Ong until June 16, 2014.

Laguesma, Labor secretary during the Estrada government from 1998 to 2001, was a former member of the National Conciliation and Mediation Board and former director of Grow Inc., while Mathay was a former director of the Basic Ecomarket Farms Inc., a leading producer of dried cassava and subsidiary of Basic Energy Corp.

Valte also announced the appointment of former Association of Southeast Asian Nation (ASEAN) secretary general Rodolfo C. Severino Jr. as the Philippine Eminent Person in the ASEAN and United States Eminent Persons Group, and Ma. Lourdes Lilia Espinosa-Supnet as deputy commissioner of the National Telecommunications Commission.

Severino, author of several books about the Philippines and ASEAN, is a fellow and former head of the ASEAN Center Research Studies of the Institute of Southeast Asian Studies in Singapore, while Espinso-Supnet, managing director of public relations company Maloli Espinosa and Associates, served as president of Masbate Community Broadcasting Company, and chairperson of the Asia Pacific Broadcasting Union�s Copyright Committee.

A member of the Manila Overseas Press Club and former Kapisanan ng mga Brodkaster ng Pilipinas (KBP), Espinosa-Supnet had worked for 17 years at the ABS-CBN where she rose to the position of vice-president for government, corporate affairs and entertainment PR before she quit to form her own company.

She has also served in various capacities with the Public Relations Society of the Philippines, International Public Relations Association, Advertising Board of the Philippines, Ad Standards Council, Movie and Television Review and Classification Board, National Centennial Commission and the Radio Research Council.

Valte also announced the promotions of Patricia B. Luna and Wilma D. Naviamos to Acting Director IV of the Department of Social Welfare and Development (DSWD), and Rhodora T. Babaran to Acting Director III also of the DSWD.

Also promoted were Mark Edison Bandojo Belarma, Noel Orais Delos Reyes, Ricardo Cornejo Marquez, Willie Mogol Tolentino, all of whom now hold the rank of police chief superintendent; and Noel Baguitan Amoyen, Raul Araza Benitez, Larson Katalbas Dechino, Jose Bayani Legados Gucela, who are now all police senior superintendent. - KBK, GMA News
